In an exclusive interview with Agence France-Presse, Ukrainian Foreign Minister Dmytro Kuleba states that Ukraine is implementing a systematic strategy to undermine Russian influence in Africa. Despite challenges, Kiev claims to be strengthening its relationships with African countries and asserting its agenda in the region.
Since the beginning of the Russian invasion of Ukraine in 2022, Ukrainian Foreign Minister Dmytro Kuleba has undertaken three tours to Africa to garner international support in the face of Moscow’s aggression. Accusing Russia of using coercion, corruption, and fear to maintain its influence in Africa, Kuleba emphasized that Ukraine is engaged in a systematic effort to revitalize its relations with the continent.
While most African countries adopt a neutral position in the conflict, signs of a gradual erosion of Russian influence are becoming evident. Countries such as Liberia, Kenya, Ghana, Côte d’Ivoire, Mozambique, Rwanda, and Equatorial Guinea have become new partners for Ukraine in Africa. Kuleba pointed out that Russia, once in a dominant strategic position, is now facing its agenda and dynamics being challenged by Kiev.
Ukraine’s strategy aims not to replace Russia but rather to liberate Africa from its grip. Kuleba criticized the Kremlin for its alleged use of coercion and corruption to maintain African countries under its influence, noting that Russia relies solely on propaganda and the Wagner paramilitary group to consolidate its position.
The Ukrainian minister also refuted Moscow’s concerns about food security in Africa following Ukraine’s decision to suspend grain exports via the Black Sea. He emphasized that Putin’s statements of support for African countries were empty, highlighting that it’s Ukrainian farmers and African consumers who are paying the highest price for this decision.
