The Council of Ministers met on Wednesday, November 29, 2023, at the Presidential Palace under the chairmanship of the President of the Republic, His Excellency Mr. Macky SALL.
In his opening statement, the President of the Republic emphasized the urgent need for coherence in the management of public port projects, taking into account Senegal’s maritime potential, characterized by its 700 km of coastline and extensive exclusive economic zone.
The President highlighted the importance of managing the implementation timeline of the national port strategy to accelerate the development of special economic zones (SEZs) and port industrial zones (PIZs), particularly in Foundiougne – Ndakhonga and Ndayane.
Furthermore, the President instructed the Minister of Fisheries and Maritime Economy to evaluate the execution of the two phases of the Maritime Infrastructure and Equipment Project, as well as the activities of the National Maritime Affairs Agency (ANAM).
The President also called for the modernization and development of shipyards involving all relevant stakeholders in the shortest possible time.
Finally, the President invited the Government and all concerned parties to finalize the adoption of a legislative framework for state action at sea to enhance security and safety in the national maritime territory.
Turning to the preservation of the Niayes zone and the conservation of coastal areas, the President highlighted the crucial role of these ecosystems in stabilizing dunes and promoting horticultural development.
To this end, the President instructed the Prime Minister to engage in consultations with relevant ministries and administrations to accurately map land use and develop an integrated plan for the Niayes and the northern coast, which are prime areas for horticultural development.
Regarding the social climate, domestic affairs management, and monitoring, the President discussed the following topics:
- The development of kidney transplantation in Senegal: The President commended the National Committee for Organ and Tissue Transplantation, the staff at the Military Hospital of Ouakam, the HMO-Le Dantec consortium, the donors, and the Turkish Republic partners for the successful completion of the first kidney transplant in Senegal on November 26, 2023. The President also urged the Minister of Health and Social Action to ensure strict adherence to the prescribed procedures to consolidate the ongoing efforts to combat renal insufficiency.
- Strengthening efforts to accelerate universal access to water: The President instructed the Prime Minister and the Minister of Water and Sanitation to take all necessary preventive measures in relation to government programs (PUDC, PUMA, etc.) and public and private sector water operators to ensure adequate and regular water supply to the population and accelerate the construction and rehabilitation of water infrastructure.
Concluding his remarks on the 9th edition of the Dakar Forum on Peace and Security, the President expressed warm congratulations to the Minister of Foreign Affairs and Senegalese Abroad and his department, partner countries, diplomats, military personnel, and security actors in Senegal, as well as the High Studies Center for Defense and Security (CHEDS), for the excellent organization of this major event, positioning it as a crucial international gathering for diplomacy, peace, and security in Africa.
The President particularly thanked and congratulated the Senegalese diplomatic corps, which has significantly contributed to the effective implementation of foreign policy and the international reputation of Senegal based on principles of good neighborliness, consolidation of historical friendships, openness, and win-win partnerships.
In his communication, the Prime Minister provided an update on the coordination of government activities, including:
- The interministerial council on the peanut marketing campaign
- The launch of road construction works in the Dakar region
- The monitoring of presidential projects and para-public sector enterprises
UNDER MINISTERIAL COMMUNICATIONS
The Minister of Foreign Affairs and Senegalese Abroad gave a presentation on the international situation.
The Minister of Agriculture, Rural Equipment, and Food Sovereignty reported on the preparations for the peanut marketing campaign and the monitoring of horticultural product exports.
The Minister of National Education reported on the National Daaras Day.
The Minister of Women, Family, and Child Protection reported on the celebration of the 16 Days of Activism Against Gender-Based Violence.
The Minister of Urbanism, Housing, and Public Hygiene provided an update on the processing of building permit applications through the Tele-Demand for Administrative Acts platform (” TELEDAK”).
The Minister to the Minister of Foreign Affairs and Senegalese Abroad responsible for Senegalese Abroad reported on his participation in the 5th consultative summit of the Committee of Ten Heads of State and Government of the African Union on the reform of the United Nations Security Council (C-10).

The Council examined and adopted:
- The draft law authorizing the President of the Republic to ratify the African Union Convention on Transboundary Cooperation (Niamey Convention), adopted in Malabo on June 27, 2014.
- The draft decree convening the electoral body for the presidential election on February 25, 2024.
- The draft decree establishing the organizational and operational rules of the National School of Agriculture (ENSA).

- Ms. Thioro Mbaye SALL, Inspector of Labor and Social Security of exceptional rank and former Director of Cabinet of the Minister of Civil Service and Public Sector Transformation, is appointed Secretary-General of the Ministry of Civil Service and Public Sector Transformation, replacing Mr. Mouhamed Mahmoud DIOP, who is being assigned to other duties.
- Mr. Mamadou NDIAYE, Economic and Financial Advisor with a Master’s degree in Economic Policy Management, is appointed President of the Board of Directors of the Regional Bank of Markets.
- Mr. Mamadou Moustapha DIENG, Cultural Entrepreneur, is appointed President of the Board of Directors of the Urban Culture Development Fund and Creative Industries.
- Mr. Cheikh NDIAYE, Cultural Animator and former Director of the Douta SECK Cultural Center, is appointed Director-General of the Urban Culture Development Fund and Creative Industries.
