COMMUNIQUE OF THE COUNCIL OF MINISTERS – WEDNESDAY, NOVEMBER 8, 2023
The Council of Ministers held its regular session on Wednesday, November 8, 2023, in its deliberation room at the Koulouba Palace, under the chairmanship of Colonel Assimi GOITA, President of the Transitional Government, Head of State.
After examining the items on the agenda, the Council:
- Adopted draft texts;
- Made appointments;
- and heard communications.
LEGISLATIVE AND REGULATORY MEASURES
- Based on the report of the Minister for State Reform, in charge of relations with institutions, the Council of Ministers adopted a draft decree relating to the identification process of employees in the state public service and local government authorities.
Over the years, there has been an increasing need for accessible, secure, and verifiable identification systems for the state public service and local government authorities. These entities face certain difficulties that impede the government’s efforts in human resources management, including:
- The absence of updated personal files at the human resources management structures;
- The lack of interconnection between the human resources management structures of the state and local government authorities;
- The absence of a centralized file for managing salaries of local government officials.
To address these difficulties, the government has decided to establish an Integrated Human Resources Management System incorporating the biometric data from the Civil Registration and Identification Census.
The adopted draft decree will facilitate the implementation of the employee identification process in the public service, with the following objectives:
- Ensure control over the number of employees and the wage bill of the state and local government authorities;
- Establish a reliable database on the human resources of the state and local government authorities;
- Modernize administrative and salary management of the public service;
- Align the data of the public service with the Civil Registration and Identification Census;
- Obtain statistics on the situation of employees in the public service;
- Develop tools for predicting employment and competency management.
- Based on the report of the Minister of Youth and Sports, in charge of civic instruction and citizenry, the Council of Ministers adopted draft texts related to the creation, organization, functioning, and organic framework of the Inspection of Youth, Sports, and Citizenry.
The Ministry of Youth and Sports, responsible for civic instruction and citizenry, formulates and implements the national policy for promoting youth, sports, and citizenry. In fulfilling this mandate, it has various services and collaborates with recognized non-profit organizations that receive public resources and require advisory support to strengthen their governance and transparency.
Despite the significant number of services and structures, the ministry lacks an internal control structure that ensures compliance with regulations and provides necessary advisory support for their proper functioning.
The adopted draft texts establish the Inspection of Youth, Sports, and Citizenry, with the mission of ensuring control, compliance, and application of legislative and regulatory provisions, particularly those related to administrative, financial, and material management by services and organizations under the Ministry of Youth, Sports, and Citizenry.

COMMUNICATIONS
The Minister of Health and Social Development informed the Council of Ministers about the epidemiological situation in the country, including:
a. A stagnation in the number of positive Covid-19 cases compared to the previous week.
b. An increase in the number of confirmed dengue cases compared to the previous week.
The President of the Transition, Head of State, called on the population to strictly adhere to preventive measures and fight against these diseases.
