The Council of Ministers held its regular session on Wednesday, November 22nd, 2023, in its deliberation room at the Koulouba Palace, under the presidency of Colonel Assimi GOITA, President of the Transition and Head of State.
After reviewing the items on the agenda, the Council:
- adopted draft texts;
- made appointments;
- and heard communications.
LEGISLATIVE AND REGULATORY MEASURES
- Upon the report of the Minister of Economy and Finance, the Council of Ministers adopted:
a. a draft law on the Regulation of the State Budget 2020.
The law on the regulation of a budget year, in accordance with the provisions of Law No. 2013-028 of July 11th, 2013, relating to Finance Laws, establishes the definitive amount of revenue collections and expenditure commitments.
In this regard, it:
- ratifies, where applicable, the additional credit openings decided by decree of advance since the last finance law;
- regularizes observed budget overruns resulting from force majeure circumstances or credit transfers, and cancels unspent credits;
- reports on the management of the State’s treasury and the application of the State’s financing table;
- finalizes the accounts and financial statements of the State and allocates the year’s results;
- reports on the management and results of programs.
The law on the regulation of the 2020 State Budget is the third of its kind presented in a program mode, in accordance with the provisions of the Finance Law.
As of its execution, the situation is as follows:
- For an estimated revenue of XOF 2,145.627 billion, collections amount to XOF 1,803.777 billion, representing an execution rate of 84.07%.
- With regard to State budget expenditures, for an estimated amount of XOF 2,864.976 billion, the execution was XOF 2,386.202 billion, representing a rate of 83.29%.
The adoption of this draft law allows the National Transitional Council to account for the execution result of the 2020 State Budget and finalize its settlement.
b. a draft law amending Ordinance No. 09-016/P-RM of March 20th, 2009, establishing the National Institute of Statistics.
c. a draft decree establishing the distribution key for statistical royalties.
The National Statistical System includes a central statistical agency called the National Institute of Statistics, responsible for promoting research, training, and development in the field of statistics, as well as sectoral statistical services located within government ministries and public and para-public bodies.
In the course of implementing its missions, the National Institute of Statistics has carried out several activities, including:
- the general censuses of population and housing in 2009 and 2022;
- the General Census of Economic Units in 2022;
- the production of definitive accounts, multilateral surveillance reports, notes and business cycle bulletins, harmonized indices of industrial production, indices of turnover in commerce, construction, and services, and the index of construction costs;
- the conduct of sectoral surveys on various sectors of economic and social activity, including the Modular and Permanent Household Survey;
- the development and monitoring of the implementation of the Statistical Master Plan.
These activities have produced relevant indicators necessary for the formulation, monitoring of implementation, and evaluation of the Strategic Framework for Economic Recovery and Sustainable Development, as well as other development policies and sectoral strategies.
Despite these encouraging results, the National Institute of Statistics and other structures of the National Statistical System face difficulties in mobilizing financial resources to sustain certain activities due to the non-commercial nature of statistical data.
To find a sustainable solution to statistical financing, African countries, through the African Charter on Statistics, have committed to strengthening the institutional capacities of statistical structures at the national, regional, and continental levels by ensuring their operational autonomy and ensuring they have adequate human, material, and financial resources.
In this context, the West African Economic and Monetary Union has established the Statistical Royalty through Regulation No. 02/97CM/UEMOA of November 8th, 1997, establishing the Common External Tariff to strengthen the capacities of statistical structures within the Union.
The adopted draft law amends Ordinance No. 09-016/P-RM of March 20th, 2009, in order to include the Statistical Royalty among the resources of the National Institute of Statistics.
The adopted draft decree establishes the distribution key for this royalty between the State budget, the National Statistical Development Fund, and the National Institute of Statistics.
- Upon the report of the Minister of Urbanism, Housing, Land, Territorial Planning, and Population, the Council of Ministers adopted a draft decree assigning to the Ministry of Territorial Administration and Decentralization, the plot of land, object of Land Title No. 1557 in the Nioro Circle, located in Gourel-céno-dédji, rural commune of Gadiaba-Kadiel.
The plot of land, covering an area of 73 hectares 34 ares and 13 centiares, is intended to meet the demands for residential lots from the population of the rural commune of Gadiaba-Kadiel.

IN THE FIELD OF COMMUNICATIONS
- The Minister of State, Minister of Territorial Administration and Decentralization informed the Council of Ministers of the dissolution of the District Council of Bamako and the Municipal Councils of Communes II and IV of the District of Bamako.
In order to take appropriate measures to improve the management of the District of Bamako and Communes II and IV of the District of Bamako, the Council of Ministers, upon proposal of the Minister of State, Minister of Territorial Administration and Decentralization, decided to dissolve their Councils in accordance with the provisions of Law 2023-004 of March 13, 2023, on the Code of Local Authorities and Law No. 2023-005 of March 13, 2023, on the specific status of the District of Bamako.
These dissolutions are due to the failure to provide services to the population in terms of sanitation and the irregularities observed in their administrative, financial, and accounting management.
A special delegation will be appointed without delay for each of these Local Authorities to fulfill the functions of the Councils of Local Authorities.
- The Minister of State for State Reform, in charge of Relations with Institutions, informed the Council of Ministers:
a. of the progress in the implementation of the Strategic Framework for State Reform.
Following the transmission of the completed data collection sheets to the CINSERE-ANR on October 10, 2023, a working session was held between the President of the Follow-up Committee for Sectoral Action Plans for State Reform and the General Rapporteur of the CINSERE-ANR on Thursday, October 19, 2023.
The work of triangulation of the data on the implementation of the Strategic Framework for State Reform provided by the ministries was completed on November 10, 2023, by the teams of the Coordination Committee and the CINSERE-ANR.
Based on the data provided by the ministries and after analysis based on indicators, provisional statistical projections were developed.
Work will continue with the ministries through a schedule to be established.
b. of the progress in the implementation of the Integrated Human Resources Management System Project for the State and Local Authorities.
As part of the physical identification of State and Local Authority employees, a meeting was held with the directors of the sectoral Human Resources Departments, representatives from the Human Resources Management structures of Institutions and Independent Administrative Authorities at the Ministry of State Reform.
This meeting allowed for an assessment of the technical readiness level for the deployment of identification teams in each sector.
Following the discussions, it was necessary to review the financial resources notified, in accordance with the needs expressed by the various sectoral Human Resources Departments.
- The Minister of Economy and Finance informed the Council of Ministers of the results of the mission he carried out from November 12 to 19, 2023, in Moscow, Russian Federation.
The Minister of Economy and Finance, leading a strong delegation, conducted a working visit from November 12 to 19, 2023, to Moscow.
In addition to the Minister of Economy and Finance, the delegation included the Minister of Industry and Trade, the Minister of Transport and Infrastructure, the Minister of Mines, officials from the Presidency, the Ministry of Defense and Veterans, the Ministry of Economy and Finance, the Ministry of Energy and Water, the Ministry of Mines, and the Ministry responsible for Communication.
The mission aimed to participate, at the invitation of the Russian Federation, in the International Forum on Transportation from November 14 to 16, 2023, and to continue discussions and negotiations on the implementation and operationalization of the commitments made by Russian state-owned enterprises during the mission from October 9 to 18, 2023.
In terms of results, the delegation signed a memorandum and continued discussions for the implementation of the memorandums signed during the mission from October 9 to 18, 2023.
In the aerospace sector, the delegation signed a memorandum of understanding and a confidentiality agreement. Technical teams will continue their exchanges to finalize the specifications.
In the energy sector, given the urgent need to strengthen energy production capacity, it was agreed with the company NOVAWIND to implement a solar power plant project with a capacity of 200 MWc. For this purpose, the construction of the Bougouni solar power plant (100 MWc) and the Sanankoroba solar power plant (140 MWc at the same site) and the construction work of the Sikasso-Bougouni-Sanankoroba-Bamako double-twin 225 kV line should be completed by December 31, 2024.
In the mining sector, two (02) memorandums of understanding and a summary of conclusions are being implemented.
Regarding the supply of certain strategic products (fertilizers, wheat, petroleum products) to Mali, discussions continued to finalize contracts with DEMETRA and DEMEX companies.
For logistical and timing constraints, the focus will be on urea (120,000 tons) and petroleum products (60 million liters instead of 150 million liters).
In the transportation sector and as part of the construction of a railway line, the STM company submitted its technical bid, which needs to be validated by the Malian side to allow it to present its financial bid.
The various commitments will be monitored at the ministerial level.
- The Minister of National Entrepreneurship, Employment and Vocational Training informed the Council of Ministers:
a. of the recommendations from the advocacy workshop for members of the National Transition Council for the mobilization of sustainable resources for the employment and vocational training sector. The issue of financing for youth employment and vocational training is a pressing one.
To address this, the Government has established, among other things, the Vocational Training and Apprenticeship Support Fund and the Agency for the Promotion of Youth Employment.
The removal of the Professional Training Tax and the Youth Employment Tax, the main sources of funding for these two essential mechanisms in the implementation of national employment and vocational training policies, was removed from the 2019 Finance Act Annex and replaced by a Lump Sum Contribution to be borne by Employers, which affects the functioning of these two services.
In this context, the Department in charge of vocational training, through the General Directorate of the Agency for the Promotion of Youth Employment, organized an advocacy workshop on April 25 and 26, 2023, at the Bamako International Conference Center to mobilize sustainable financial resources for the employment and vocational training sector.
At the end of the discussions, the following recommendations were made:
– the restoration of the two taxes (Professional Training Tax and Youth Employment Tax), while improving governance in accordance with the recommendations of the National Refoundation Assembly;
– the development of a Law on the orientation and programming of the employment and vocational training sector.
In line with the conclusions of the workshop, a committee was set up by the Minister of National Entrepreneurship, Employment and Vocational Training to monitor the recommendations of the workshop.
b. of the recommendations and resolutions of the joint workshop of the Ministry of National Entrepreneurship, Employment and Vocational Training and the National Employers’ Council of Mali.
To strengthen the partnership between the Ministry of National Entrepreneurship, Employment and Vocational Training and the National Employers’ Council of Mali, a reflection workshop between the private sector and the entities responsible for employment and vocational training was held from May 15 to 17, 2023.
Following the discussions, the following resolutions were adopted:
– greater involvement of the private sector in the development of technical and vocational skills;
– the establishment of a partnership framework between the Ministry of National Entrepreneurship, Employment and Vocational Training and the National Employers’ Council of Mali for the implementation of Public-Private Partnerships in the field of employment and vocational training;
– the establishment of a governance model based on performance and a better distribution of roles among stakeholders;
– a reduction in employment taxes to promote job creation and the consolidation of existing jobs;
– the establishment of a tax to finance the employment and vocational training sub-sector.
The recommendations and resolutions were translated into action plans by the monitoring committee set up for this purpose in order to implement them.
c. of the process of developing the National Entrepreneurship Strategy.
The Ministry of National Entrepreneurship, Employment and Vocational Training has embarked on the process of developing a national entrepreneurship strategy.
This strategy, currently being developed, will contribute to the implementation of sectoral development policies, the Gender National Policy, national vocational training policies, employment policies, and specifically Objective 2 of the national employment policy which aims to strengthen job creation and promotion, support modern businesses and micro and small enterprises, target employment promotion measures to address the demographic challenge and the specific insertion issues of certain groups such as women, youth, people with disabilities, and returning migrants.
This development process involves various stakeholders, such as the government, the private sector, civil society, technical and financial partners.
d. of the organization of the Launching Ceremony for the solemn opening of the 2023-2024 vocational training year.
Since 2011, the Ministry responsible for vocational training has been organizing the solemn opening of the vocational training year.
Important issues related to training and integration are priorities in government action and justify the numerous multisectoral initiatives undertaken by the government, local authorities, Technical and Financial Partners, the private sector, and non-governmental organizations to facilitate young people’s access to training and employment.
The expected results include improving the image of vocational training, mobilizing actors in the vocational training sector, including promoters of vocational training centers, representatives of vocational training umbrella organizations, Technical and Financial Partners.
This year’s theme is “Strengthening the partnership between the Ministry of National Entrepreneurship, Employment, and Vocational Training and the Private Sector for better alignment of Training/Employment”.
The launch ceremony is scheduled for Thursday, November 30, 2023, at the vocational training center called “Chiaka SIDIBE Hotel School” under the high presidency of the Prime Minister, Head of Government.
- The Minister of Urbanism, Housing, Land, Regional Planning, and Population informed the Council of Ministers of the repeal of Decree No. 2019-0735/P-RM of September 20, 2019, concerning the change of purpose of the plots of land covered by land titles No. 156892, No. 156893, No. 156894, No. 156895, No. 156896, No. 156897, No. 156898, and No. 156899 located in Samanko, in the Kati Circle.
The repeal of Decree No. 2019-0735/P-RM of September 20, 2019, thus restores the initial purpose of these plots, namely agricultural research, in accordance with the provisions of the Urban Development Master Plan of the Rural Commune of Mandé, approved by Decree No. 2014-0870/P-RM of November 26, 2014.
The Government reaffirms its strong commitment to protecting agricultural land, particularly those reserved for agricultural research.
- The Minister of Health and Social Development informed the Council of Ministers:
6.1. about the holding of the 12th Meeting of the Tripartite Commission Government of Burkina Faso-Republic of Mali-United Nations High Commissioner for Refugees from November 15 to 16, 2023.
With a view to ensuring the organized repatriation of Malian refugees residing in the three main host countries in safety and dignity, the Government of the Republic of Mali has signed Tripartite Agreements with the Republic of Niger, Burkina Faso, the Islamic Republic of Mauritania, and the United Nations High Commissioner for Refugees.
The implementation of these Agreements is ensured through periodic meetings of the Tripartite Commissions alternately in Mali and in the host countries.
At the invitation of the Government of the Republic of Mali and in accordance with the provisions of the aforementioned Agreement, the 12th meeting of the Tripartite Commission was held in Bamako from November 15 to 16, 2023.
During the meeting, the Parties undertook to revise the Tripartite Agreement for the voluntary repatriation of Malian refugees living in Burkina Faso, signed on January 9, 2015, in order to include the issue of the repatriation of Burkinabe refugees living in Mali.
The Parties assessed the progress of the activities planned in the work plan adopted at the 10th Meeting of the Tripartite Commission and made recommendations including:
– the signature of the revised Agreement as soon as possible;
– the continuation of surveys on the intentions of Malian and Burkinabe refugees to return;
– the facilitation of the voluntary repatriation of refugees who wish to return;
– the holding of quarterly cross-border meetings to harmonize statistical data on returnees.
The three Parties welcomed the friendly atmosphere that prevailed during the discussions and recommended that efforts to ensure the voluntary repatriation of refugees in dignity and safety continue.
The next meeting of the Tripartite Commission Burkina Faso-Republic of Mali-UNHCR is scheduled for March 2024 in Ouagadougou. It will be preceded by the Technical Working Group meeting.
6.2. about the country’s epidemiological situation which is characterized, in particular:
a. by a stagnation in the number of confirmed cases of Coronavirus compared to the previous week.
b. by an increase in the number of confirmed cases of dengue compared to the previous week.
The President of the Transition, Head of State, called on the population to strictly adhere to prevention and control measures against these diseases.
