The Council of Ministers met in ordinary session on Wednesday, January 31, 2024, in its meeting room at the Koulouba Palace under the chairmanship of Colonel Assimi GOITA, President of the Transition, Head of State.

After examining the items on the agenda, the Council:

  • adopted a draft text;
  • and listened to communications.

ON THE CHAPTER OF LEGISLATIVE AND REGULATORY MEASURES

Regarding the report of the Minister of Justice and Human Rights, Keeper of the Seals, the Council of Ministers has adopted a draft decree appointing notaries.

The notary is a public officer instituted to ensure the public service of proof.

Ordinance No. 2013-027/P-RM of 31 December 2013 on the status of notaries sets out the conditions for access to the notary profession, the modalities for managing the vacancy and transfer of notarial offices.

In accordance with the provisions of this ordinance and following the conforming opinion of the Notaries’ Association, the draft decree adopted appoints the following individuals to the office of notary:

Mr. Alou KEITA, with residence in Mopti

Mr. Mamadou CAMARA, with residence in Gao.

ON THE CHAPTER OF COMMUNICATIONS

The Minister of Transport and Infrastructure has informed the Council of Ministers about the launch of the expansion works into a dual carriageway for the Bamako-Koulouba-Kati section of RR9, the rehabilitation of the access road to Point G Hospital, the development of 7 km of urban roads in the city of Kati, and the expansion into a dual carriageway for the Petro Bama-Samé-Kati section of RN3.

These works are initiated as part of the implementation of the National Policy on Transport, Transport Infrastructure, and Opening up.

The execution of the works will contribute to improving the comfort and safety of users, to facilitate further access to Point G and Kati hospitals, to ensure the smooth flow of traffic on the concerned road axes, to reduce travel time between the city of Kati and the Bamako District, to lower vehicle operating costs, and to prevent traffic accidents on the roads.

The formal launch ceremony, scheduled for Thursday, February 1, 2024, in Kati, will take place under the presidency of the President of the Transition, Head of State.

The Minister of Mines reported to the Council of Ministers on the mission carried out at the Kobada artisanal mining site, in the village of Samaya, Nouga Commune (Kangaba Circle).

Following the collapse of a quarry that caused the death of several artisanal miners, a government mission led by the Ministers in charge of Mines and the Environment went to the Kobada artisanal mining site.

The mission brought a message of condolences from the President of the Transition, Head of State, to the families of the victims and the population of the village of Samaya.

After providing reassurances to the population, the ministers insisted on respecting the rules of safety and environmental protection by the operators.

The Minister of Industry and Commerce informed the Council of Ministers about Mali’s Day at the International Horticultural Exhibition in Doha.

The 2023 Doha Exhibition opened on October 2, 2023, and will close its doors on March 28, 2024. It dedicated January 22 to Mali with the theme: “Green Desert, Better Environment” broken down into four (04) sub-themes, which are:

Environmental Awareness;

Technology and Innovation;

Sustainability;

Modern Agriculture.

The objective of the exhibition is to strengthen bilateral cooperation relations between States.

The Mali Pavilion, named “Dunkafa a ni wassa”, highlighted significant advancements and innovations in the field of technology to increase agricultural productivity, improve food security, and contribute to the country’s economic development.

The exhibition also focused on the manuscripts of Timbuktu, the investment potential in agriculture through the Office of Niger and the Malian Company for Textile Development, and modern experiences in horticulture in Mali.

During his stay, the minister also took the opportunity to:

  • Present two structuring projects to the Qatari side, including a sugar complex and a sterile gauze production unit;
  • Organize a working session between the Chamber of Commerce and Industry of Mali and the Chamber of Commerce of Qatar.

The Minister of Health and Social Development informed the Council of Ministers about the epidemiological situation in the country, marked, in particular:

  • by a decrease in the cases testing positive for Coronavirus compared to the previous week;
  • by a reduction in the number of confirmed cases of dengue compared to the last week.

However, the President of the Transition, Head of State, called on the population to strictly adhere to the measures for the prevention and control of diseases.
