The Malian Council of Ministers met in regular session on Wednesday, April 24, 2024, in its deliberation room at Koulouba Palace, under the presidency of Colonel Assimi GOITA, President of the Transition, Head of State.

After examining the items on the agenda, the Council:

  • adopted texts of projects;
  • made appointments;
  • and heard communications.

IN THE CHAPTER OF LEGISLATIVE AND REGULATORY MEASURES

On the report of the Minister of Livestock and Fisheries, the Council of Ministers adopted text projects related to the creation, organization, operation, and organic framework of the Project for Development and Enhancement of Dairy Production in Mali.

Livestock is a key sector of the national economy. It is practiced by a large part of the rural population and contributes about 15% to the Gross Domestic Product.

Given the diversity of breeds and livestock numbers, the livestock sector has enormous potential beyond dairy production. This milk production, estimated at over 966,750 tons per year, is ensured by 98% traditional farming and 2% peri-urban semi-intensive farming.

However, it is not sufficiently exploited and valued, due in part to the remoteness of production areas from urban centers, a lack of infrastructure for collection, processing, and marketing.

In this context, the Government adopted the Strategy for the Development and Enhancement of Dairy Production, the implementation of which led to the creation of the Project for the Enhancement of Dairy Production in Mali (PRODEVALAIT).

Despite the implementation of this strategy and project, the sector remains faced with structural constraints linked, in particular, to climate changes, the emergence of transboundary diseases, low levels of financing, production, processing, and preservation of animal products, and pressure on natural resources.

To overcome these constraints, the adopted text projects create, in the form of an attached service, for a duration of five years, the Project for Development and Enhancement of Dairy Production in Mali with the mission of contributing to self-sufficiency in milk and dairy products.

IN COMMUNICATIONS

The Minister of Labor, Public Service, and Social Dialogue informed the Council of Ministers:

a. about the progress of the direct recruitment competitive exams in the State Public Service for the year 2023.

The fifth and sixth day of the direct recruitment competitive exams in the State Public Service are scheduled for April 27 and 28, 2024.

The concerned bodies and specialties are: Finance Controllers B2, Planning Technicians B2, Treasury Controllers B2, Economic Services Controllers B2, Social Action Administrators, Journalist-directors, Translators-interpreters, and Tourism Administrators.

b. about the holding of the 112th Session of the International Labour Conference, from June 3 to 14, 2024, in Geneva, Switzerland.

The International Labour Conference is a forum where world labor issues are freely discussed. Each Member State is represented by a tripartite delegation consisting of government delegates, employers, and workers, along with their respective advisors.

The agenda for this 112th session includes two series of questions: questions automatically included and questions added by the Conference or the Governing Body of the International Labour Office.

The Minister of Youth and Sports, in charge of Civic Education and Citizen Construction, informed the Council of Ministers about the organization of the 10th edition of the International Cycling Tour of Mali, named “Tour of Integration,” scheduled from May 21 to 26, 2024.

Since 2009, the Mali Cycling Federation, in collaboration with the Ministry of Youth and Sports, organizes the International Cycling Tour of Mali which, over the years, has gained notoriety, making it one of the most sought-after competitions on the Africa Tour calendar of the International Cycling Union.

The 2024 edition of the International Cycling Tour of Mali, themed “integration through sport,” will gather, besides Mali, Burkina Faso, Benin, Cape Verde, Ivory Coast, the Democratic Republic of the Congo, Djibouti, Gambia, Guinea, Guinea Bissau, Morocco, Mauritania, Niger, Senegal, Chad, and Togo.

This cycling tour will be a moment of great mobilization of the populations of the cities and villages crossed to show the international opinion that Mali is and remains a safe destination, a country of welcoming and legendary hospitality.

The launch of this 10th edition, scheduled for May 21, 2024, will mobilize more than five hundred people, dozens of vehicles, and significant sports equipment. It will be carried out in five stages and will conclude with the organization of the grand prix of the city of Bamako and the holding of two stages in the form of a criterium in Koutiala and Sikasso.

The Minister of the Promotion of Women, Children, and Families informed the Council of Ministers of the celebration of the International Day of Families on May 15, 2024.

The International Day of Families was established by Resolution No. 47/237 of September 20, 1993, by the United Nations General Assembly. It was celebrated for the first time internationally on May 15, 1994. The theme selected for this year is: “Investing in the Family is Building the Future.”

The celebration of the International Day of Families is an opportunity to better understand the problems families face in order to draw the attention of States and Governments and to raise community awareness to work further for family well-being.

The main goal of celebrating International Family Day is to strengthen the socializing functions of the family for better family, community, and social well-being. The celebration of International Family Day reflects the commitment of the highest authorities to achieve this goal.

The Minister of Handicrafts, Culture, Hotel Industry, and Tourism informed the Council of Ministers:

a. about the solemn ceremony of presenting the Charter of Ethics and Values of Mali to His Excellency, Colonel Assimi GOITA, President of the Transition, Head of State.

The Charter of Ethics and Values was developed by a scientific committee consisting of a multidisciplinary team following instructions from the President of the Transition, Head of State. This was after noting the gradual erosion of the ancestral values that have always been the ferment and cement of our society.

It outlines the principles, customs, and traditions of Malian society by providing the country with a reference document on ethics and values that are accepted and shared, rooted in our millennial civilization and intended to inspire current and future generations.

b. about the conservation status of the cultural heritage site “Ancient Towns of Djenné,” classified in the national cultural heritage and UNESCO heritage.

The cultural heritage site “Ancient Towns of Djenné” refers to the old fabric of the town of Djenné and covers an area of 48.5 hectares.

Due to its exceptional value from historical, architectural, sociocultural, spiritual, and scientific aspects, this site was listed on the UNESCO World Heritage list in 1988 and classified in the national cultural heritage in 1992.

Affected by the security crisis and considering the ongoing threat, the site was added to the list of World Heritage in Danger by UNESCO in 2016.

Today, the “Ancient Towns of Djenné” site is in a critical state due to the peril threatening its existence as a cultural property of outstanding universal value. Strong actions will be undertaken for its preservation. The Minister of Health and Social Development informed the Council of Ministers about the epidemiological situation in the country, marked particularly by:

a. a stagnation in the number of cases testing positive for the Coronavirus disease compared to the previous week;

b. a decrease in the number of confirmed dengue cases compared to last week. Nevertheless, the President of the Transition, Head of State, called on the population to strictly adhere to the preventive measures and efforts to combat diseases.
