The Council of Ministers met in ordinary session on Wednesday, December 20, 2023, in its deliberation room at the Koulouba Palace, under the chairmanship of Colonel Assimi GOITA, President of the Transition, Head of State.

After examining the items on the agenda, the Council:

  • adopted draft texts;
  • made appointments;
  • and heard communications.

ON LEGISLATIVE AND REGULATORY MEASURES

Upon the report of the Minister of Foreign Affairs and International Cooperation, the Council of Ministers adopted:

a. draft texts relating to the ratification of the financing agreement, signed in Bamako on June 30, 2023, between the Government of the Republic of Mali and the International Development Association, concerning the Project for strengthening the electric network and extending access to electricity in Mali “Yelen Sira”;

b. draft texts relating to the ratification of the financing agreement, signed in Bamako on June 30, 2023, between the Government of the Republic of Mali and the International Development Association, acting as an accredited entity of the Green Climate Fund, concerning the Project for strengthening the electric network and extending access to electricity in Mali “Yelen Sira”.

Under the first financing agreement, the International Development Association grants to the Government of Mali a loan in two portions as follows:

  • Portion A in the amount of 91.1 million Euros, equivalent to 59.757 billion 682.7 million CFA francs;
  • Portion B in the amount of 51.9 million Euros, equivalent to 34.044 billion 168.3 million CFA francs.

Under the second financing agreement, the Green Climate Fund, through the International Development Association, grants to the Government of the Republic of Mali a loan of 38 million dollars, equivalent to around 22.699 billion 680,000 CFA francs.

The project, the subject of the present financings, aims to improve the reliability and efficiency of the electric system, increase access to electricity in the project’s intervention areas, and facilitate the integration of renewable energies.

  • COMMUNICATIONS

    1. The Minister of State, Minister of Administration and Decentralization informed the Council of Ministers of the Dissolution of the Association called “Observatory for Elections and Good Governance in Mali” abbreviated as “OBSERVATORY”.

      Since its creation, the sources of funding for projects executed by the “Observatory” Association have not been known to the Administration, in violation of the legislative and regulatory provisions in force.

      In addition, the President of this association makes statements likely to disturb public order, including his predictions on the turnout rate for the June 2023 referendum, in violation of the prerogatives of the Independent Authority for Election Management.

      These actions violate the provisions of Law No. 04-038 of August 5, 2004 relating to associations and the provisions of the statutes of the said association.

    2. The Minister of Foreign Affairs and International Cooperation informed the Council of Ministers of the application of reciprocity in the issuance of visas between the Republic of Mali and the Republic of Rwanda.

      Since 2020, the Rwandan authorities have authorized Malian nationals, traveling to Rwanda, to obtain a visa upon arrival at the air borders, while exempting them from the related fees, for a stay not exceeding thirty (30) days.

      In the context of reciprocity, the Malian authorities have decided to grant the same entry facilities to Rwanda nationals entering Mali.

      This decision aims to strengthen bilateral relations between the two countries for the happiness of their respective peoples.

    3. The Minister of Health and Social Development informed the Council of Ministers of Mali’s delegation’s participation in the second World Refugee Forum.

      The World Refugee Forum held in Geneva, from December 13 to 15, 2023, recorded the participation of several States and organizations represented at the highest level.

      It allowed for the examination of the commitments made by each of the States, during the first forum held in Geneva in December 2019.

      Of the four commitments made by our country in 2019, three have been implemented, namely:

      • the integration of refugees into national plans;
      • the reform of the normative framework;
      • the expansion of access to sustainable solutions;

      The adoption of the law on the protection and assistance of internally displaced persons in the Republic of Mali is underway.

      On the sidelines of the Forum, the Minister met with:

      • the Deputy High Commissioner of the United Nations for Refugees;
      • the Vice-President of the International Committee of the Red Cross;
      • the Africa Director of the Global Fund;
      • the Director-General of the World Health Organization.

      During these high-level meetings, the discussions focused on:

      • the humanitarian situation in Mali;
      • the liberation of several localities from the yoke of terrorist armed groups, thus favoring the intentions of return of displaced populations and refugees to their places of origin;
      • the strengthening of the protection environment and the facilitation of access to humanitarian assistance for refugees;
      • the rehabilitation of basic social services to facilitate the return of populations to their places of residence;
      • support for major health system reforms in Mali.

      This Forum was an opportunity to share the orientations of the Transitional Government in the areas of Health and Social Development. The various personalities met all reaffirmed their commitment to strengthen partnership and support the department’s actions for the well-being of the populations.

    4. The Minister of Labor, Civil Service and Social Dialogue informed the Council of the launch of the direct recruitment examination into the State’s Civil Service.

      The written tests for the direct recruitment examination into the State’s Civil Service, for the 2023 budget year, will begin on Saturday, December 23, 2023, and will continue until December 31, 2023, in the six (6) centers in the interior and in Bamako.

      The launch of the 1st Technical test in the body of Agricultural and Rural Engineering Engineers will take place at the Lycée BA Aminata DIALLO in Bamako on Saturday, December 23, 2023, by the Minister in charge of the Civil Service.

    5. The Minister of Youth and Sports, in charge of Civic Instruction and Citizen Building, informed the Council of the following:

      a. The completion of the first phases of the consultations of the General States of Youth and the preparations for the national phase of these consultations.

      The first phases of the consultations of the General States of Youth were marked by the communal, regional phases and the diaspora phase. The communal consultations took place on December 1, 2023, in nearly 600 communes of Mali and the regional consultations on December 05, in the 19 regions, the District of Bamako, and in the embassies and consulates of Mali in 23 countries.

      The reports of the communal phases were sent to the regions for analysis and synthesis of the recommendations in order to produce the regional report transmitted to the national organizing Commission.

      The reports of the Diaspora and those of the regions are being compiled by a committee of experts set up for this purpose.

      Thursday, December 21, 2023, will be exclusively dedicated to group work and plenary sessions with the participants being the members of the national organizing Commission, delegates from the regions, Regional Directors of Youth, selected association officials, experts, and their assistants.

      b. The ongoing process for the training of Young National Service, non-civil servant youth, those admitted to the Local Government Civil Service, and the 7th promotion of those admitted to the entrance examination of the National School of Administration.

      The training for Young National Service will involve seven hundred (700) non-civil servant youth and four hundred seventy-six (476) admitted to the Local Government Civil Service who will represent the 5th cohort of the Young National Service with a total of one thousand one hundred seventy-six (1,176) participants.

      The start of the basic common training on Bapho will occur after the medical examination process.

    6. The Minister of Livestock and Fisheries informed the Council of the official launch ceremony of the national vaccination campaign for the livestock for 2023-2024.

      The official launch ceremony of the national vaccination campaign of the livestock for 2023-2024 took place on Sunday, December 17, 2023, at the Kati Draal livestock market, Rural Commune of Kambila, Kati Circle under the chairmanship of the Prime Minister, Head of Government, Dr. Choguel Kokalla MAIGA.

      The objective of the National Livestock Vaccination Campaign is to contribute to improving the vaccination coverage of the national livestock with a view to controlling or eradicating priority animal diseases.

      The national vaccination campaign will concern approximately 76 million heads of all species.

    7. The Minister of Health and Social Development informed the Council of the epidemiological situation of the country, notably:

      a. by an increase in the number of positive tested cases of the Coronavirus disease compared to the previous week.

      b. by an increase in the number of confirmed cases of dengue compared to that of the previous week.

      The President of the Transition, Head of State, called on the population to strictly respect the measures for the prevention and fight against diseases.
