The President of the Transition in Burkina Faso, Captain Ibrahim Traore, chaired the weekly council of ministers on Wednesday.

During the council of ministers meeting on Wednesday, December 20, 2023, several agenda items were discussed and important decisions were made for the smooth running of the transition in Burkina Faso.

This is the first council of ministers meeting after the government reshuffle that took place last Sunday.

MINISTERIAL COUNCIL REPORT OF DECEMBER 20, 2023

The Council of Ministers met in Ouagadougou,

on Wednesday, December 20, 2023,

in a regular session from 9:00 am to 10:55 am,

I. DELIBERATIONS

I.1. UNDER THE MINISTRY OF ECONOMY, FINANCE, AND PROSPECTIVE

The Council has adopted two (02) reports.

The first report concerns two (02) draft decrees.

These are:

– the decree appointing a Member of the National Financial Intelligence Unit (CENTIF);

– the decree appointing the Head of the analysis department of the National Financial Intelligence Unit.

The adoption of these decrees allows for the appointment of Mr. Balandia THIOMBIANO, Mle 49 306 B, Central Customs Inspector, Member of the National Financial Intelligence Unit for a first term of three (03) years, and Head of the analysis department of the said Unit.

Title: Ministry of Justice and Human Rights, in Charge of Relations with Institutions

The Council has adopted two (02) decrees respectively appointing and renewing Members of the National Commission for the Control of Court Representatives.

The National Commission for the Control of Court Representatives is responsible for regulating and supervising court representatives acting on the national territory.

The adoption of these decrees allows for the appointment and renewal of nine (09) Members of the National Commission for the Control of Court Representatives, in accordance with Law No. 035-2016/AN of November 15, 2016 regarding the status of court representatives in collective debt settlement proceedings.

II. ORAL COMMUNICATION

II.1. The Minister of Economy, Finance, and Prospective presented to the Council a communication on the Burkinabe insurance market for the year 2022.

This communication provides an overview of the Burkinabe insurance market, the activities carried out during the year 2022, and the major contributions that support the objectives of the Plan for Stabilization and Development (PA-SD).

During the year 2022, the turnover generated by the insurance market amounted to 143.374 billion CFA francs, compared to 124.886 billion CFA francs in 2021, representing a growth rate of 14.80%.

On a macroeconomic level, the insurance penetration rate in the economy, or the “total premium over Gross Domestic Product (GDP)” ratio, stood at 1.217% in 2022, compared to 1.141% in 2021, representing a variation of 0.08 points. Although this ratio has experienced an increase, it remains low.

Considering its economic and social role, the insurance sector contributes to the achievement of the objectives of the Plan for Stabilization and Development. This contribution is noticeable at several levels.

During the year 2022, this sector mobilized savings amounting to 254.268 billion CFA francs, compared to 218.319 billion CFA francs in 2021, representing an increase of 16.47%.

Insurance companies paid 14.547 billion CFA francs in taxes and duties to the State Treasury in 2022, compared to 13.939 billion CFA francs in 2021, representing a 4.36% increase.

In the agricultural sector, an area of 20,012.95 hectares was insured in 2022, compared to 1,305.25 hectares in 2021. The number of insured producers increased from 801 to 12,178 between 2021 and 2022.

As for the premiums collected, they increased from 14,436,065 CFA francs in 2021 to 222,110,987 CFA francs in 2022.

The Council congratulates the stakeholders for the achieved results and instructs the ministers responsible for the issue to take the necessary measures for a more incentivized insurance sector.

II.2. The Minister of Higher Education, Research, and Innovation presented to the Council a communication regarding the participation of Burkina Faso in the 44th session of the Executive Council of the Islamic World Educational, Scientific, and Cultural Organization (ICESCO), and the second consultative meeting of the Secretaries-General of the National Commissions, scheduled from January 16 to 18, 2024 in Jeddah, Kingdom of Saudi Arabia.

The participation of the Burkinabe delegation will provide an opportunity to review the implementation of our country’s commitments to ICESCO in various sectors. It will also serve to advocate for sectoral projects such as the process of inscribing fundamental elements of the Islamic cultural heritage of Burkina Faso on the list of Islamic World Heritage, our country’s candidacy for the Islamic World Heritage Committee, and to include Burkina Faso in the program for preventing violent extremism through education.

The meeting of the Secretaries-General of the National Commissions will examine, among other things, the mechanisms for promoting partnership between the National Commissions and ICESCO, as well as the work plan and budget for the years 2024 and 2025.

The Islamic World Educational, Scientific, and Cultural Organization currently has 55 member states, including Burkina Faso, which was one of the founding members in 1982. It is an international specialized institution of the Organization of Islamic Cooperation (OIC).

The thirty-second decree appoints Mrs. Liliane Marie Aline GOUNABOU, ID No. 117 184 C, Specialist Pharmacist, President of the Board of Directors of the National Agency for the Management of Primary Health Care (AGSP) for a first term of three (03) years.

C. MINISTRY OF INDUSTRIAL DEVELOPMENT, TRADE, CRAFTSMANSHIP, AND SMALL AND MEDIUM ENTERPRISES

The Council has adopted three (03) decrees.

The first decree appoints the following individuals as State Representatives on the Board of Directors of the Minoterie du Faso (MINOFA) for a first term of three (03) years.

From the Prime Minister’s Office:

  • Mr. Zakaria GNAMOU, ID 332 746 X, Agricultural Engineer, replacing Mr. Ephraïm SORGHO.

From the Ministry of Agriculture, Animal and Fisheries Resources:

  • Ms. Dabou TRAORE, ID 47 685 F, Financial Services Administrator, replacing Mr. Issa SAWADOGO;
  • Mr. Jean SIMPORE, ID 33 741 U, Livestock Engineer, replacing Mr. Aly ROMBA.

The second decree renews the mandate of Mr. Mohammadou KABORE, Mill Mechanic Driver, as the employee representative on the Board of Directors of the Minoterie du Faso (MINOFA) for a final period of three (03) years.

D. MINISTRY OF TRANSPORT, URBAN MOBILITY AND ROAD SAFETY

The Council has adopted a decree appointing Mr. Christian SANDWIDI, ID 52 175 W, Treasury Inspector, as the State Representative, on behalf of the Ministry of Economy, Finance and Prospective, on the Board of Directors of the National Road Safety Office (ONASER) for a first term of three (03) years.
