The Council of Ministers met in Ouagadougou, on Wednesday, March 27, 2024, in regular session, under the chairmanship of His Excellency Captain Ibrahim TRAORE, President of the Transition, Chair of the Council of Ministers.
It deliberated on the files on its agenda, heard oral communications, proceeded to make appointments, and authorized foreign missions.
I. DELIBERATIONS
I.1. ON BEHALF OF THE PRESIDENCY OF FASO
The Council adopted a report on authorization to replace the awardee of the procurement of optical sorters.
The Government of Burkina Faso adopted in the Council of Ministers on May 31, 2023, the Presidential Initiative for Agricultural Production 2023-2024. As part of the implementation of this initiative, the procurement of optical sorters is planned to achieve the objectives of the component “Emergency Initiative for the Intensification of Rice Cultivation in Burkina Faso on 4,000 hectares.”
To this end, a contract for a total amount of one hundred and eighty-three million sixty-eight thousand nine hundred and seven (183,068,907) CFA francs inclusive of tax was awarded to ANHUI Wentao Intelligent Photoelectronic Technology Co. Ltd., which demanded full payment of the order amount in advance before the start of execution. However, this procedure for releasing funds, as desired by the awardee, does not comply with the regulations on public procurement and public service delegations.
The Council therefore decided to withdraw the contract and re-award it to Nema Agricole du Faso (NAFASO) for an amount of one hundred and eighty-three million sixty-eight thousand three hundred and eighty (183,068,380) CFA francs inclusive of tax, with an execution period of ninety (90) days.
Financing is provided by the state budget, 2024 fiscal year.
I.2. ON BEHALF OF THE MINISTRY OF DEFENSE AND VETERANS
The Council adopted a decree extending the duration of the general mobilization and high alert.
Given the security situation that prevails on the national territory, the Government of Burkina Faso decreed the general mobilization and high alert through decree no. 2023-0475/PRES-TRANS/PM/MDAC/MATDS/MJDHRI dated April 19, 2023, concerning the general mobilization and high alert for a period of twelve (12) months.
This period of general mobilization and high alert expires on April 18, 2024, hence the need to extend it to consolidate achievements and continue the fight against terrorism in our country.
The adoption of this decree allows for the extension of the general mobilization and high alert period by 12 months, starting from April 19, 2024, at zero hour, in order to continue the mobilization of resources, to restore security, and to ensure the protection of the population and their property against the threat and actions of terrorism.
I.3. ON BEHALF OF THE MINISTRY OF FOREIGN AFFAIRS, REGIONAL COOPERATION, AND BURKINABE ABROAD
The Council adopted a report on a request for approval for the appointment of an Extraordinary and Plenipotentiary Ambassador of the Islamic Republic of Pakistan to Burkina Faso.
The Council agreed to the appointment of Major General Anjum ANAYAT, as Extraordinary and Plenipotentiary Ambassador of the Islamic Republic of Pakistan to Burkina Faso, with residence in Tripoli, Libya.
I.4. ON BEHALF OF THE MINISTRY OF ECONOMY, FINANCE, AND FORESIGHT
The Council adopted a decree granting sovereign guarantee in favor of Baykar Makina San. Ve Tic. AS Corporation.
The State of Burkina Faso has previously signed contracts with Baykar Makina San. Ve Tic. AS Corporation for the acquisition of defense and security equipment for the national armed forces.
This decree aims to materialize a new contract between the State of Burkina Faso and Baykar Makina San. Ve Tic. AS Corporation, in accordance with article 36 of decree no. 2022-0273/PRES-TRANS/PM/MEFP of May 31, 2022, governing public debt regulation and public debt management.
The decree authorizes the granting of a sovereign guarantee to Baykar Makina San. Ve Tic. AS Corporation, for an amount of 207,836,335 USD, equivalent to approximately one hundred and twenty-four billion six hundred and eighty-four million three hundred and twenty-one thousand nine hundred and sixty-four (124,684,321,964) CFA francs.
The adoption of this decree allows for the finalization of the contract with said company to enhance the operational capacities of the Defense and Security Forces.
I.5. ON BEHALF OF THE MINISTRY OF HEALTH AND PUBLIC HYGIENE
The Council adopted a decree approving the statutes of the Central Purchasing Agency for Essential Generic Drugs and Medical Supplies (CAMEG).
The adoption of this decree enables CAMEG to have statutes to effectively fulfill its missions, in accordance with Law No. 025/99/AN of November 16, 1999, governing the general regulation of public capital companies.
I.6. ON BEHALF OF THE MINISTRY OF INDUSTRIAL DEVELOPMENT, COMMERCE, CRAFTS, AND SMALL AND MEDIUM-SIZED ENTERPRISES
The Council adopted a decree creating a state-owned company named Central Purchasing Agency for Essential Generic Drugs and Medical Supplies (CAMEG).
In order to solve the crucial challenge of securing quality medicines at affordable prices for the population, the State established in 1992 the CAMEG, a public industrial and commercial establishment. The structure evolved to take the form of an association in 1998. However, this evolution did not strengthen CAMEG’s ability to effectively fulfill its mission.
To reinforce the sovereign authority of the State in guaranteeing universal access to essential medicines, regulating prices, and ensuring the quality of pharmaceutical products, decisions were made:
– the dissolution of CAMEG during an extraordinary general assembly by the members, held on March 22, 2024;
– the creation of a state-owned company named CAMEG to which the State transfers the assets and liabilities of the dissolved association.
The new legal form of CAMEG offers the guarantee of a stronger and more transparent structure for continuous supply of quality health products nationwide.
The adoption of this decree allows for the creation of the state-owned company named Central Purchasing Agency for Essential Generic Drugs and Medical Supplies under decree no. 2000-189/PRES/PM/MCIA of May 17, 2000, governing the general status of state-owned companies.
II. ORAL COMMUNICATIONS
II.1. The Minister of Health and Public Hygiene reported to the Council on the results of the Mass Drug Administration (MDA) campaign against lymphatic filariasis, which took place from February 21 to 25, 2024, in Fada N’Gourma (Eastern region) and Tenkodogo (Center-East region).
The MDA campaign against lymphatic filariasis led to the mass distribution of Albendazole and Ivermectin to eligible populations, and the results achieved are 80% of the target population in Fada N’Gourma and 96.93% in Tenkodogo.
Lymphatic filariasis is one of twenty-one (21) neglected tropical diseases listed to date by the World Health Organization (WHO). These infectious diseases affect the poor and marginalized populations of tropical and subtropical regions.
II.2. The Minister of Industrial Development, Commerce, Crafts, and Small and Medium-Sized Enterprises reported to the Council two (02) communications.
The first communication concerns the laying of the foundation stone of the textile industrial complex of IRO-TEXBURKINA SA, on March 29, 2024, in Sourgou, Boulkiemdé province, Central-West region.
The construction of this textile industrial complex aims to develop the value chain of Burkinabe cotton by providing textile products (yarn, fabrics, garments, medical products).
This project, which costs over 165 billion CFA francs, plans to transform 20,000 tons of conventional and organic cotton fibers annually. It will create more than 5,000 direct jobs and several thousand indirect jobs.
The ceremony is under the Very High Patronage of His Excellency the President of the Transition, Head of State.
The second communication concerns the organization of the 2024 edition of Burkina Faso Economic Days Abroad (JEB), which will take place in Russia.
Burkina Faso Economic Days Abroad, organized since 2001, aim to favor the emergence of the private sector and to consolidate political, economic, and commercial relations of Burkina Faso with the rest of the world.
The organization of these days also constitutes a framework for exploring partnership opportunities with potential foreign investors to support our country’s development.
II.3. The Minister of Environment, Water and Sanitation reported to the Council on the organization of the 4th edition of the National Forum on Water and Sanitation, scheduled from April 22 to 24, 2024, in Ouagadougou.
Under the Very High Patronage of His Excellency the President of the Transition, Head of State, the 2024 edition has the theme “Water: A factor of resilience, peace, and development”.
The National Forum on Water and Sanitation aims to ensure citizen and popular mobilization and multi-stakeholder dialogue on water and sanitation issues.
This 4th edition provides an opportunity for water sector actors to consult, share their concerns, and define actions to implement to ensure sustainable access to water and sanitation in accordance with the commitments of the Head of State outlined in the Action Plan for Stabilization and Development (PA-SD).
