The weekly Council of Ministers was held on Wednesday under the chairmanship of Captain Ibrahim TRAORE, President of the Transition, Head of State. It examined several items on its agenda and made important decisions for the progress of the Transition, according to the Government Spokesperson, Jean Emmanuel OUEDRAOGO.

Under the Presidency of Faso, the Council has adopted a bill for the revision of the Constitution. According to the Minister of Justice, Edasso Rodrigue BAYALA, among the major reforms contained in this draft text, it should be noted that national languages are institutionalized as official languages while French remains a working language.

Among the innovations of this draft bill, the Minister mentioned the elimination of the Ombudsman of Faso and the Economic and Social Council (CES), whose responsibilities and functions will be entrusted to a new institution called the National Council of Communities. This new institution will bring together religious leaders, custodians, and grassroots communities who will now be able to give their opinion on major decisions concerning the national life.

This draft text also incorporates the transformation of the National Intelligence Agency into a National Security Council, which will be constitutionally established, the restructuring of the criminal liability regime for political leaders, which necessarily leads to the elimination of the High Court of Justice whose competencies will be transferred to the Criminal Chamber of the Court of Appeal of Ouagadougou, assisted by parliamentary jurors.

According to Minister BAYALA, other reforms are included in this draft text, such as expanding the powers of the Constitutional Council, including non-judges in the composition of the Higher Council of the Judiciary (CSM), and establishing a connection between the prosecutor’s office and the Ministry of Justice as part of the vision of the President’s criminal policy.

Under the Ministry of Civil Service, Labor and Social Protection, the Council has adopted a decree on the conditions for exercising recourse action. This text aims to strengthen discipline, professionalism, and rigor in public administration.

“If a state agent acting on behalf of the State were to make a decision that has a negative impact on others, and if others were to file a lawsuit regarding this decision and if the justice system were to rule in favor of the others, the State must assume all responsibility for resolving the matter. However, the State will also take action against this unscrupulous agent who acted without professionalism, discipline, and rigor,” said the Minister of State, Minister in charge of Civil Service, Bassolma BAZIE.

Under the Ministry of Economy, Finance, and Prospective, the Council has authorized the acquisition of an R+11 building with a basement for the benefit of the public administration in order to optimize rentals. According to the Minister of Finance, Aboubakar NACANABO, the acquisition of this building will allow the State to save around one billion FCFA in rent per year.

For the Prime Minister’s Office, the Council has adopted a decree establishing the National Days of Patriotic Engagement and Citizen Participation.
