The Council of Ministers of the Burkinabé government met in ordinary session on Wednesday, January 24, 2024, in Ouagadougou, under the effective chairmanship of Captain Ibrahim TRAORE, President of the Transition, Chairman of the Council of Ministers. The Council deliberated on the agenda items, heard oral communications, made appointments, and authorized foreign missions.
I. DELIBERATIONS
I.1. UNDER THE AUSPICES OF THE MINISTRY OF THE CIVIL SERVICE, LABOUR AND SOCIAL PROTECTION
The Council adopted a report authorizing recruitment for professional competitions for the year 2024.
These recruitments are intended to fulfill the right to promotion for all public agents who meet the conditions defined by the current texts. They also aim to meet the shortage or absence of human resources necessary for the performance of public administration tasks.
The Council agreed to the recruitment of 4,534 agents under professional competitions for the 2024 session.
I.2. UNDER THE AUSPICES OF THE MINISTRY OF FOREIGN AFFAIRS, REGIONAL COOPERATION AND BURKINABE ABROAD
The Council adopted a decree regulating the opening of honorary consular posts and the exercise of the honorary Consul function of Burkina Faso abroad.
This decree revises decree n°2003-283/PRES/PM/MAECR which regulated the function of the honorary Consul of Burkina Faso abroad. This revision will improve the regulatory framework governing the opening of honorary consular posts and the exercise of the honorary Consul function, adapting it to recent socio-political and economic changes at the national and international levels.
The adoption of this decree aims to strengthen the duties and missions of the honorary Consuls and Consulates of Burkina Faso abroad to better perform their representative missions.
I.3. UNDER THE AUSPICES OF THE MINISTRY OF ECONOMY, FINANCE AND FORECASTING
The Council adopted four (04) reports.
The first report relates to a draft law authorizing the ratification of the Loan Agreement signed on October 13, 2023, between Burkina Faso and the West African Development Bank (BOAD) for financing the Water Supply Project in Fragile Localities (PAEP-LF).
The total tax-exempt cost of the PAEP-LF is estimated at 11,612,000,000 CFA francs, financed by the West African Development Bank and the Burkinabè State.
The loan granted by the BOAD amounts to 11,000,000,000 CFA francs, or 95% of the total tax-exempt project cost, and the cash contribution from the State is estimated at 612,000,000 CFA francs.
The implementation of the Water Supply Project in Fragile Localities aims to contribute to universal access to drinking water for populations in eleven (11) regions of Burkina Faso, impacted by the security context or difficult hydrology.
The Council agreed to transmit the aforementioned draft law to the Transitional Legislative Assembly.
The second report relates to a draft law authorizing the ratification of the Financing Agreement signed on October 11, 2023, between Burkina Faso and the International Fund for Agricultural Development (IFAD), for financing the Project to Strengthen the Resilience of Small Producers (RESI-2P).
The financing amount from the International Fund for Agricultural Development amounts to 55.35 million Euros, or 36.3 billion CFA francs.
The total cost of the Project to Strengthen the Resilience of Small Producers is 116.19 million US Dollars, or 71.73 billion CFA francs.
The objective of RESI-2P is to strengthen the resilience of vulnerable smallholders in the North and Central-West regions, especially for women, youth, people with disabilities, and internally displaced persons.
The Council agreed to transmit the aforementioned draft law to the Transitional Legislative Assembly.
The third report relates to a draft decree adopting the National Guide for the maturation and ex-ante evaluation of development projects and programs.
This decree is a revision of decree n°2019-141/PRES/PM/MINEFID from February 18, 2019, which adopted the National Guide for the maturation and ex-ante evaluation of development projects and programs in order to correct its shortcomings.
This revision aims to enhance the effectiveness and efficiency of public investments by establishing adequate analysis capacities, consolidating project maturation procedures, and establishing robust methods and tools for ex-ante project evaluation, capable of directing investment decisions.
The adoption of this decree allows having a new National Guide for the maturation and ex-ante evaluation of development projects and programs with the aim of having projects that are better structured, coherent, viable, and high-performing.
The fourth report relates to the presentation of the results of the control operation for presence, service delivery, and the remuneration elements of state public agents drawing from the budget of the National Agency for the Management of Primary Healthcare Services (AGSP).
The operation showed that out of a target of 20,450 agents, the number of enrolled paid agents reached 19,771, a 96.68% enrollment rate, while the count of unenrolled paid agents stood at 679, representing 3.32% of the target.
The report also pointed out that no entity documented the absence of 582 unenrolled and irregularly absent paid agents. The salary burden of these agents is estimated at 198,503,336 CFA francs per month and 2,382,040,032 CFA francs per year.
The report also identified 1,982 agents enrolled as paid, including those whose situation has been documented, who were found to be working outside the AGSP with a gross monthly salary of 556,876,659 CFA francs or an annual cost of 6,682,519,908 CFA francs.
The combined impact of the required salary stops for unenrolled agents unjustifiably absent conservatively and the reduction of the salary burden as a result of the adjustments made to the salaries of enrolled public agents would generate a monthly saving of 335,315,478 CFA francs, equivalent to an estimated annual saving of 4,023,785,736 CFA francs.
A situation of double salary mandates concerns 17 agents who improperly collected a cumulative sum of 14,514,719 CFA francs as of December 31, 2023.
The Council ordered the full repayment of the improperly received sums and agreed to the conservative suspension of salaries for unpaid agents whose absence was not justified, as well as the transfer of salaries for agents working outside the National Agency for the Management of Primary Healthcare Services to the budgets of their affiliated structures.
I.4. UNDER THE AUSPICES OF THE MINISTRY OF ENERGY, MINES AND QUARRIES
The Council adopted a decree renewing the industrial exploitation permit for the large SEMAFO BOUNGOU SA gold mine in the municipality of Partiaga, Tapoa province, Eastern region.
The permit, subject to renewal, covers an area of 31.34 Km2 and has a lifespan of five (5) years. The total expected production over these five (5) years of the permit is 24.31 tons of gold.
In terms of economic returns, the mine is expected to generate revenues estimated at 80,211,925,110 CFA francs for the state budget. The contribution to the Local Mining Development Fund is 6,850,311,538 CFA francs. The operation of this mine will lead to the creation and maintenance of around 1,100 jobs.
The Council agreed to the renewal of the industrial exploitation permit for the large SEMAFO BOUNGOU SA gold mine in the municipality of Partiaga, Tapoa province, Eastern region for an additional five (05) years.
II. ORAL COMMUNICATIONS
II.1. The Minister of State, Minister of Communication, culture, arts, and tourism, made a presentation to the Council regarding the inscription of the Ruins of Loropéni and the Ancient Iron Metallurgy Sites of Burkina Faso on the Heritage List in the Islamic World of the Islamic World Organization for Education, Science, and Culture (ICESCO).
The inscription of these two cultural assets took place during the 11th session of the Heritage Committee in the Islamic World, held from December 18-19, 2023, in Rabat, Morocco.
Through this inscription, the Ruins of Loropéni and the Ancient Iron Metallurgy Sites of Burkina Faso receive a new international recognition after those of 2009 and 2019, which saw their inscription on the World Heritage List of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
II.2. The Minister of Foreign Affairs, Regional Cooperation and Burkinabé Abroad made two (02) presentations to the Council.
The first report concerns Burkina Faso’s participation in the 1st meeting of foreign affairs ministers of the Sahel States Alliance (SAS) held from November 27 to December 1, 2023, in Bamako, in the Republic of Mali.
This meeting is a continuation of the signing of the Liptako-Gourma Charter on September 16, 2023, establishing the Sahel States Alliance.
Its objective was to establish a framework for the elaboration of additional protocols of the said Charter, the development of institutional architecture, defining the modalities of harmonizing the diplomatic action of the three States, and examining mechanisms for managing threats to the common area of the SAS, as well as examining aspects related to development actions.
The second communication concerns Burkina Faso’s participation in the ministerial coordination meeting on the King of Morocco’s Initiative for the Sahel States, held on December 23, 2023, in Marrakech, Morocco.
This meeting aimed to inform the Sahel States about the content of the Moroccan royal offer and to discuss ways and means of its implementation in our different countries.
The King of Morocco’s Initiative is an economic, commercial, and development approach for the Sahel States. It promotes the de-isolation and development of the three countries of the Sahel States Alliance (SAS) through a substantial upgrade of their internal infrastructures and their connection to transport and communication networks.
The ministerial meeting was an opportunity for Mali, Niger, and Burkina Faso, the three AES member countries, to act in unison based on their common vision within the alliance. To operationalize the initiative, these countries agreed to create a National Task Force in each country to prepare and propose modalities for the implementation of the King of Morocco’s Initiative.
II.3. The Minister of Justice and Human Rights, in charge of relations with institutions, reported to the Council on the progress of the permanent session of the Transitional Legislative Assembly (ALT).
47 laws were passed out of 50 draft laws submitted to the ALT as of December 31, 2023.
Further, ALT deputies made recommendations regarding Finance Laws for the years 2023 and 2024 as well as the law amending the Constitution. Concerning the latter law, the Foreign Affairs, Defence and Security Commission (CAEDS) recommended that the Government provide the necessary resources for the operationalization of national languages.
During this ALT session, the deputies also carried out government action control through:
- The Declaration of General Policy;
- Questions to the Government;
- Information missions;
- The presentation by the Government of the Action Plan for Stabilization and Development;
- Addresses on the State of the Nation;
- The presentation by the Government of the Multiannual Budgetary and Economic Programming Document 2024-2026.
Thus, as of December 31, 2023, a total of 49 questions were addressed to the Government, including 03 written questions, 10 oral questions without debate, and 36 oral questions with debate.
II.4. The Minister of Industrial Development, Commerce, Craft Industry, and Small and Medium-sized Enterprises made a presentation to the Council on the organization of the third edition of the International Cotton and Textile Fair (SICOT), scheduled for January 26 and 27, 2024, in Koudougou.
The general objective of SICOT is to showcase the African cotton sector and to establish Burkina Faso as the African meeting point where major concerns of actors across the entire cotton and textile value chain are periodically discussed.
This third edition of SICOT will be held under the theme “Local Cotton Transformation: What Industrialization Models for Africa within the African Continental Free Trade Area (AfCFTA)?”. It is placed under the Very High Patronage of His Excellency Mr. President of the Transition, Captain Ibrahim TRAORE.
SICOT 2024 will provide a platform for more than 1,000 participants from several African countries and the rest of the world to promote their activities and conduct business meetings.
On the fringes of the 3rd edition of SICOT, the 8th ministerial coordination meeting of the sectoral initiative in favor of cotton (C4), authored by Benin, Mali, Chad, and Burkina Faso, will be held in Koudougou on January 25, 2024.
