The weekly conclave of the government ministers of Benin was held on Tuesday, January 9, 2024. Many subjects were discussed during this meeting held under the auspices of the President of the Republic, His Excellency Patrice Athanase Guillaume Talon. Below is the full overview of the decisions made.

The following decisions have been taken:

I- STANDARD MEASURES.

In order to further these measures, a decree was adopted approving the statutes of the Center for Partnership and Expertise for Sustainable Development (CePED).

II- COMMUNICATIONS.

II-1. Regularization of the administrative status of thirty-one (31) state agents working in public universities.

Faced with the chronic shortage of personnel to ensure the supervision of students, university authorities had to resort to using state agents with various backgrounds and holding a doctorate to teach in public universities.

These individuals have been involved in conducting academic activities (lectures, practical work, tutorials, supervision of dissertations, participation in dissertation defense panels, etc.) at these universities on a voluntary basis.

Sectoral scientific committees and scientific councils validated the files of some of these individuals, and they were included in the scientific rosters, taking into account the retirement of regular teaching staff. This ensured the continuity of teaching and other academic activities related to their specialties.

Considering the fact that most of these civil servants benefited from a national budget scholarship for their doctoral training, the Council authorized the regularization of the administrative situation of the individuals concerned and their reclassification as teaching staff in public universities in Benin, effective from the date of their assignment as a probationary assistant.

II-2. Approval of the National Decentralization and Deconcentration Policy Document (NDDPD) 2024-2033.

The diagnostic analysis of the initial implementation of this policy document reveals, despite some positive aspects, significant constraints that limit the true development of the municipalities. These include difficulties in mobilizing resources, lack of harmonization of planning tools, limited territorialization of land use planning, and the non-consideration of gender dimensions.

With the new generation of PONADEC, resulting from a participatory process, the emphasis is placed on greater effectiveness of public action for the benefit of local authorities, in order to accelerate the balanced and harmonious development of the national territory.

The expected impacts primarily include a deepening of the principles and requirements of decentralization and deconcentration for the modernization of local public administration, sustainable land use planning, and a more emphasized transformation of the national economy at the local level.

To achieve this, the PONADEC 2024-2033 primarily focuses on important levers such as the transfer of competences and resources, mobilization of funding for the benefit of municipalities, capacity building for stakeholders, territorial development, promotion of local economy, good local governance, and monitoring and evaluation.

It also incorporates other factors such as communication, gender and social inclusion, employment, digitalization, environment, and climate change.

From a global perspective, it is driven by the vision that “by 2033, the municipalities of Benin are well-governed areas, with a prosperous economy for a harmonious and balanced development of the national territory”.

Finally, its structuring is based on five strategic orientations:

  • strengthening the autonomy of local authorities;
  • improving decentralization and oversight;
  • promoting territorial development, inter-municipal cooperation, and sustainable development at the local level;
  • improving the quality of local governance;
  • strengthening the steering system, monitoring, evaluation, and communication.
