The electronic communications landscape in Togo is undergoing a major evolution, as evidenced by the remarkable growth in revenues generated by the Electronic Communications and Postal Regulatory Authority (ARCEP) for the year 2022.
According to the recent report made public and relayed by Togo First, ARCEP recorded a turnover of 4 billion FCFA for the year 2022, representing an increase compared to the 3.94 billion FCFA of the previous year. The achievement of this remarkable performance was made possible thanks to the adoption of a rigorous approach to regulation by ARCEP. Indeed, the institution has undertaken in recent months a series of sanction procedures aimed at ensuring the compliance of actors operating in the telecommunications sector. These measures have resulted in three warnings and the imposition of significant financial sanctions.
Among the operators affected by these measures, Togo Cellulaire, Moov Africa, and Groupe Vivendi Africa (GVA Togo) were the most impacted. Togo Cellulaire was subject to two fines, totaling 3.4 billion FCFA, one in February 2021 and the other in June 2022, for practices of intra and extra-network tariff differentiation, as well as for serious breaches of the obligation to guarantee permanent availability of mobile electronic communications services.
Moov Africa Togo was also fined approximately 594 million FCFA in May 2021 for non-compliance with the service availability obligation. As for GVA, it was warned for serious and recurring breaches in terms of service availability.
These strict regulatory actions have enabled ARCEP to strengthen the compliance of sector actors and promote a healthy and competitive environment for electronic communication services in Togo. The rising revenues of ARCEP testify to the effectiveness of these regulatory measures, while stimulating the country’s digital transformation. This positive dynamic is in line with the overall vision of the Togolese government, expressed through its “Togo Digital 2025” strategy, which aims to make the country a real digital hub by promoting innovation, service accessibility, and connectivity for all Togolese citizens.
Thanks to the efforts of ARCEP and the political will of the government, Togo continues its march towards a dynamic digital economy, conducive to growth, innovation, and digital inclusion. This promising evolution opens up new perspectives for actors in the electronic communications sector and strengthens the country’s position on the international stage as an emerging digital player.
