The Council of Ministers convened on Wednesday, November 29, 2023, under the presidency of His Excellency Mr. Mohamed Ould Cheikh El Ghazouani, President of the Republic.

The Council examined and approved the bill repealing and replacing certain provisions of Ordinance No. 2005-006 of September 29, 2005, as amended, on the establishment of a health insurance scheme. This bill aims to consolidate the reforms implemented by the government since 2019 to strengthen solidarity and national social cohesion among the population, with health being a fundamental element.

In this regard, it seeks to extend health insurance coverage to the dependents of the deceased social insured, in order to benefit from the services of the National Health Insurance Fund and contribute to the improvement of the health conditions of the population.

The Council also examined and adopted the following draft decrees:

  • Draft decree on the organization of the occupation of the public domain of the road network.

This draft decree aims to define the applicable modalities for the use of the public domain of the road network throughout the national territory.

It determines the authorization regime for the occupation of the public domain, taking into account the rights and obligations of each party, whether they are residents, companies, or concessionaires, as well as the administrative and technical conditions for carrying out works on public roads and their dependencies.

Similarly, it organizes the occupation of the public domain in certain parts of the municipalities’ territory, particularly with regards to developments, terraces of commercial and professional activities, stalls, equipment storage, operators’ supports, advertising panels, furniture, and various objects.

  • Draft decree for the reorganization of the School of Higher Business Studies and the establishment of its operating rules.

This draft decree concerns the reorganization of the “School of Higher Business Studies” and its operating rules, as well as the change of its name to “Nouakchott Business School”. The objective is to provide this new School with a study regime that meets the highest international standards and to establish an excellent institution of higher education.

This draft decree preserves most of the provisions of the previous decree while providing for the transfer of the assets and liabilities of the School of Higher Business Studies to the Nouakchott Business School so that it can receive its students in its premises at the opening of the new academic year 2023-2024.

The Minister of the Interior and Decentralization presented a communication on the domestic situation.

The Ministry of Culture, Youth, Sports, and Relations with Parliament presented a communication on the organization of the 12th edition of the Festival of Heritage Cities, scheduled from December 8th to 12th.

This annual event now takes on a new approach, aiming to drive local development in economic and social domains through the development component initiated for the first time during the 2021 edition in Ouadane.

Thus, the festival in Oualata will help consolidate the achievements at the local level and highlight the efforts made by the government to improve the living conditions of the population.

The Secretary General of the Government presented a communication on the progress of major projects during the month of November 2023. This communication aims to inform the Government about the progress of the portfolio of major projects, which covers almost all key sectors of the socio-economic development of the country, during the month of November 2023.

Overall, the projects are progressing satisfactorily, with a faster pace than in October. Less than a quarter of the portfolio is experiencing delays, while more than three quarters of the projects are proceeding satisfactorily.

These results demonstrate that the measures taken during this month of November have helped overcome several constraints that were hindering project execution and have facilitated a faster progress.

The Minister Delegate to the Minister of Foreign Affairs, Cooperation, and Mauritanians Abroad, in charge of Mauritanians Abroad, presented a communication on the international situation.
